Community wardens in North Lincolnshire have become the first in the Humberside Police area to become part of the police’s Community Safety Accreditation Scheme (CSAS) – giving them powers to seize alcohol and tobacco.
Since August 2015 community wardens have been dealing with enforcement issues things such as
- fly-tipping
- parking
- litter
- graffiti
- dog fouling.
- request the name and address of a person acting in an anti-social manner;
- to confiscate alcohol from young persons; and...
- to confiscate cigarettes and tobacco products from young people.
The Humberside Police Community Safety Accreditation Scheme encourages community wardens (Accredited Persons) to help deter crime within communities working closely with local policing teams.
Coun Richard Hannigan, Cabinet Member for Governance and Transformation, said: “Community wardens are highly visible in our communities to help the public, deal with routine enforcement issues and signpost people to other council services.
“Being part of Humberside Police’s Community Safety Accreditation Scheme means that the community wardens have greater powers if needed. When they are out in communities on a daily basis, they may witness anti-social behaviour or young people with alcohol or cigarettes, which the police would normally have had to deal with. Now the community wardens can take action.
“The role of a community warden is about educating people and building relationships in communities. Enforcement action is always a last resort. However, sometimes it is necessary to issue fixed penalty notices to some people who are not willing to be educated.”

“CSAS is designed to allow Humberside Police to work in close partnership with local authorities, health service and the business sector in order to deal with issues that impact on the community. The scheme offers an excellent opportunity for businesses to contribute to local and public community safety and recognises the important contribution made by local agencies.
