SHOULD BRIGG LITTER BINS BE EMPTIED MORE OFTEN AT WEEKENDS?


We didn't know what to make of this scene when we came across it in Brigg town centre.
Does it suggest there's a need to consider providing additional, or larger, bins at some locations? Or should the ones we have be emptied more frequently at times of peak demand?
Perhaps we should compliment those hungry people who, having consumed their takeaways and found this bin to be full, very carefully stacked up the containers rather than just throwing them on the ground in Wrawby Street.
Our view has always been that we could do with a UK law, or local by-law, through which all fast food outlets are made to provide litter bins within the waiting area of their premises, or, if that is not possible because of space, attached to the front of the building, which customers could use. There would be a requirement on the owners to empty the bins.
We know some people eat their takeaways while walking home after a night at the pub. But many others consume  their meals close to the place of purchase, perhaps while waiting for transport to arrive.  
Recently we were interested to see North Lincolnshire Council offering jobs of little more than an hour a week to people willing to clean the public conveniences serving Brigg town centre.
Would it be possible to either offer an hour or two's late night Friday and Saturday overtime to  existing council workers to ensure all the litter bins are empty and do not end up like the one above? Or could a part-time post be created, in line with those for toilet cleaning? 
Perhaps the toilet cleaning and litter bin emptying could be combined into one job.
It is always disappointing, and defeats the object of having litter bins, when you come across ones that are full at a time of the week when there is the highest demand.
